
Dr. Navatasn Kongsamutr, Head of the Department of Aerospace Engineering, and Mr. Winyu Sriwong, a distinguished expert, represented Kasetsart University in a visit to Mr. B. Otgonsukh, Chairman of the National Civil Aviation Center (NCAC), and representatives from the National Civil Aviation Center State-Owned Limited Liability Company (NCAC SOLLC) in Mongolia. The visit aimed to explore future collaboration opportunities between the two institutions.
Executives and specialists from NCAC introduced the organization and presented an overview of Mongolia’s civil aviation sector, including air navigation services, airspace design and capacity, ATFM, AIS, traffic forecasting, and airport operations. The visit also included a tour of the Area Control Center (ACC) and the Aerodrome Control at Chinggis Khaan International Airport.

Following the meeting, the Kasetsart delegation proposed a framework for academic cooperation and support at two levels: strategic and operational. At the strategic level, the team offered consulting on three main areas: 1) business model redesign (ANS/Airport/AVSEC) and airspace redesign, 2) revenue restructure and enhancement strategy, and 3) cost reduction strategy.
At the operational level, they proposed nine areas for joint study and technical support, such as reorganizing and restructuring ATC licensing, planning for equipment and technology upgrades, and aggressive manpower planning. This marks the beginning of a promising collaboration between Kasetsart University and Mongolia’s aviation sector.
